    Joseph A. Grace, Jr., is the founder of Grace and Associates, LLC, and presently serves as its President and Chief Executive Officer. Mr. Grace is a 1980 graduate of the United States Naval Academy and holds an MBA from the University of New Orleans.  He is the former Chief Information Officer for Navy Medicine where he served as a Navy Captain, recalled from the Navy Reserve Component.  He retired from the Navy Reserve in June of 2010.

    COL Scott A. Svabek, USA (Retired) joined the Grace and Associates team following a distinguished career in the United States Army.  Scott initially worked as an independent consultant and transitioned to a full time member of the team in April of 2017.  His expertise in government contracting and procurement is unparalleled.  In his last active duty role COL(r)  Svabek served as the Acting Director of Procurement for the Defense Health Agency (DHA) and Head of Contracting for the DHA.  Prior to this assignment, he served as the Commander and Principal Assistant Responsible for Contracting (PARC) of the USAMEDCOM Health Care Acquisition Activity (HCAA) for over 5 years.

    Dr. Jeffries is a board-certified Family Physician who served in the U.S. Navy for 35 years. His military career includes selection to Flag rank and promotion to Rear Admiral Upper Half (2-stars).  As a physician he served as Department Head, Residency Program Director, Director Medical Services, Chairman Executive Committee of Hospital Medical Staff, and Physician of the Year – Uniformed Services Academy of Family Physicians.

    Mary Ann Rockey is a seasoned senior executive with over 30 years of experience in the Department of Defense managing and directing all aspects of information technology programs.

    Mary Ann was appointed to the Senior Executive Service in August 2008 and served as Deputy Program Executive Officer, Program Executive Officer, Technical Director of the DoD/VA Interagency Program Office and acting Military Health System CIO.  As a Senior Executive in the Defense Health Agency, she achieved unprecedented health data interoperability with the VA and private sector, she led the acquisition of the next generation electronic health record and she expanded the theater medical program to improve training and deployment time.  She also served as Navy Medicine CIO where she led the development and implementation of a five year strategic plan that paved the way for Navy Medicine automation well into the future.

    Ms. Wallace is a native of New Orleans and holds a BA Degree from Rhodes College in Memphis and a JD from Loyola University School of Law in New Orleans.  Her legal career began as an associate with McGlinchey Stafford, a national law firm focusing on corporate defense litigation. She has practiced principally in the realm of corporate and transactional law with an emphasis on technology, regulated industries, utilities, telecommunications and mergers/acquisition. Ms. Wallace has served in a legal role for several Fortune 500 companies including Entergy Services, Verizon Wireless and most recently, CenturyLink.  Her government experience includes working for the State of Louisiana. Ms. Wallace brings executive leadership skills, contract management and legal expertise to the Grace and Associates team.  She is also certified in Lean Mastery and Six Sigma

    Dale Gerdts


    Dale Gerdts comes to Grace and Associates after having led a business unit in AECOM where his portfolio of contracts delivered cybersecurity and information technology capabilities to a diverse group of federal clients, both CONUS and OCONUS. Dale’s responsibilities included P&L, business development, partner relationships, and the business unit’s strategic vision. Dale held other roles within AECOM over the course of his 13 years with AECOM.

    Additionally, Dale retired from the Air Force and has accumulated over 31 years’ experience in the cybersecurity/information technology industry. He is a visionary, goal-oriented, and seasoned executive with demonstrated experience in planning, developing, as well as utilization of emerging technologies influencing more than $500 million in sales during his time with AECOM.

    Dale has an MBA, BS in Computer Information Systems Management and is certified as an Information System Security Professional.

  • Rachel Foster

    Ms. Foster retired from the Office of the Secretary of Defense after serving for 32 years in Comptroller and Health Affairs. During her career she serving in roles with increasing responsibility in the areas of Military Medicine and Programming and Budgeting. In Ms. Fosters most recent position with the Government, she served as the first Military Health System Chief Innovation Officer (CINO), directly reporting to the Assistant Secretary of Defense, Health Affairs.  As the CINO, Ms. Foster spearheaded the activities of the MHS Innovation Strategy and team.  Her main responsibilities included creating a sustaining culture of innovation across the Enterprise and supporting innovations in the areas of recapture of specialty and inpatient care, obesity and tobacco use reduction, and knowledge sharing. From 2009-2011, Ms. Foster served as the Acting Deputy Assistant Secretary of Defense for Health Budgets and Financial Policy. In this role she was responsible for overseeing the Planning, Programming, Budgeting, and Execution (PPBE) process for the $50B Military Health System.  During her tenure, she reengineered the PPBE process to ensure that key decisions were placed in the hands of senior leaders, a model which continues today.
  • Thomas C. Arata

    Thomas C. Arata


    Mr. Arata is a Managing Director of Devonshire, oversees Devonshire’s New Orleans office and is responsible for due diligence activities and the development of financial models and operating pro formas. Mr. Arata has also helped to design and develop sophisticated Financial Modeling software that automates much of the process of building financials for startup companies or business expansions.  Mr. Arata is a graduate of Our Lady of Holy Cross College and holds a Bachelor's degree in Accounting.  He is also a graduate of the U.S. Army Finance and Accounting School
